Introduction
The new epoch of information
society has broken the system of human ideas about borders of the
states, democracies, freedom and equality existing earlier, it has
created conditions for development of completely new attitudes among
both people and states. The process of globalization has led us to
the situation when civilized absorption of forever left behind
countries by the most advanced ones has replaced military methods of
problem solving between the states.
During a very short (in
historical perspective) period a completely new, independent and
effective network environment has appeared in leading countries
having hierarchial govrement structures. The pyramid of bureaucracy
began slowly immersing into the ocean of noosphere. And on the
surface of this ocean came into life a network community which,
continuously establishing horizontal communications between people,
is capable of influencing all processes taking place in society.
Unfortunately, this process
hardly involves Russia. If the European countries have found a place
in this new world and united, having created a unique system – EU,
the Russian state still continues to move along a way that had been
planned centuries ago. In Russia representatives of the post-Soviet
feudal and bureaucratic pyramid of power have gone on the next
circle of senseless movement into nowhere.
Today the development of
information technologies is changeing the political system not only
inside the states, but also the relationships between them. First of
all, it concerns intellectual and political interaction between
adjacent regions - Northwest federal district and the countries of
the Western Europe. Having created federal districts the president
of Russia has changed the structure of management on the federal
level and, obviously unwillingly, has drawn the attention of the
society to the problem of federalism and confederacy.
However something more
important has taken place – something that the most far-sighted
scientists, politicians and analysts have already spoken about. Some
new sofar virtual megaregion has appeared in the North-East of
Europe which ignoring all borders is turning into a network filled
with horizontal interactions between intellectuals, scientists and
analysts from both sides. In information society people do not need
intermediaries for decision-making, information society puts an
individual on an information level similar to the information level
of the state. And today the major aspects of peoples life can be
independent of borders and sovereignties. And it would be silly not
to use this gift of civilization for the humanitarian purposes.
